Lake drained According to state fish biologist John Stahl, the spillway at Lake Carl Etling has been opened by person(s) unknown. Whoever opened and effectively drained the lake beat the state to the job by 24 hours. Stahl said the plan now is to let licensed fishermen take as many fish as they desire by any means possible for nearly a week. After that the remaining fish, (mostly carp), will be killed so the lake can be restocked later this year.
