Hal Clark appointed to Conservation District Cimarron County rancher Hal Clark has been appointed to the Cimarron County Conservation District Board of Directors, according to Mike Thralls, Executive Director of the Oklahoma Conservation Commission. The Cimarron County conservation District is the only local unit of government responsible for the conservation, restoration and development of Oklahoma 's renewable natural resources. Assistance from the district is available to individual landowners, groups, cities and towns concerned about preventing soil erosion and water pollution, upgrading wildlife and recreational areas, and preserving nature's beauty.
